Suzannah joined Stoll Keenon Ogden in 2026 as Member within the Health Care and Labor & Employment practice groups. Drawing on more than three decades of experience across the private, public, and nonprofit sectors, Suzannah counsels hospitals, physician groups, behavioral health providers, and other health care entities on licensing and regulatory compliance, commercial and corporate transactions, governance, personnel matters, and facility zoning. She also advises on federal fraud and abuse issues, including the False Claims Act (FCA), Anti‑Kickback Statute (AKS), and Stark Law, and represents clients in related investigations and litigation in state and federal courts and before administrative agencies.

Previously, Suzannah served as Chief Operating Officer and General Counsel of one of Indiana’s largest nonprofit health care providers, where she led a merger, ensured regulatory compliance, negotiated a range of contracts, and provided day‑to‑day legal guidance on employment, regulatory, and corporate issues.

Her background also includes senior legal roles with the City of Indianapolis, where she negotiated public‑sector labor contracts, litigated employment and constitutional claims, and helped design and implement a plan for local government reform that delivered significant operational efficiencies.

Healthcare: In her health care practice, Suzannah counsels hospitals, physician groups, and behavioral health providers on licensing and regulatory compliance, fraud‑and‑abuse issues (FCA, Anti‑Kickback Statute, and Stark Law), commercial and corporate transactions (including mergers and acquisitions), contract negotiations, nonprofit governance, personnel matters, and zoning for health care facilities. She also represents providers in investigations and litigation in state and federal courts and before administrative agencies, including matters involving HIPAA, Medicaid billing and audits, and facility approvals.
